Every business that messages or calls customers in India answers to two regulators and one platform: TRAI for SMS and calls, the Digital Personal Data Protection Act 2023 for personal data, and Meta for WhatsApp. This checklist covers what each one requires, in the order you will meet it, with the specific points that matter for appointment reminders, payment reminders and AI voice calls.

1. What is DLT registration and who needs it?

DLT (Distributed Ledger Technology) registration is the TRAI-mandated system that records who is allowed to send which commercial SMS. It comes from the Telecom Commercial Communications Customer Preference Regulations, 2018 (TCCCPR). Any business that sends SMS through an aggregator, including a clinic sending appointment reminders, must register. Messages that do not match a registered entity, header and template are rejected by the carrier before they reach the patient.

Registration happens on one telecom operator's DLT portal (Jio, Airtel, Vi or BSNL), and it is recognised across all operators. You need your PAN, GST certificate or other proof of business, and a letter of authorisation. Registration usually takes a few working days.

2. Which DLT items must be registered?

  1. Principal Entity (PE) ID: your business identity on DLT.
  2. Header (sender ID): a six-character alphabetic header for service and transactional SMS, for example "SRCLNC" for a clinic. Promotional SMS use numeric headers.
  3. Content templates: every message you plan to send, with variable parts marked as {#var#}. A reminder template might read: "Dear {#var#}, your appointment with {#var#} is on {#var#} at {#var#}. Reply 1 to confirm. - Sri Ram Clinic".
  4. Consent templates (for service-explicit messages): the wording you use when collecting consent.
  5. Telemarketer binding: the aggregator or telemarketer that is allowed to send on your behalf; your SMS provider tells you which one to bind.

3. Is an appointment reminder promotional or transactional?

An appointment reminder is a service message, not promotional. TRAI divides commercial SMS into three groups, and the group decides whether DND preferences and time windows apply.

The practical rule: a reminder about a booking the person made is service content; anything that sells is promotional. Do not add offers to reminder templates, or the template may be reclassified.

4. How does DND scrubbing work?

DND scrubbing is checking a phone list against the National Customer Preference Register (NCPR) before sending promotional content. People on the register have chosen not to receive some or all categories of commercial messages. 5. What are the rules for AI voice calls?

Outbound commercial calls, including calls made by an AI voice agent, should follow the same principles as human tele-calling:

  • Calling hours: keep calls between 9 am and 9 pm, and respect your own quiet hours.
  • Identify the business at the start of every call: "This is a reminder call from Sri Ram Clinic".
  • Easy opt-out: honour "do not call me" immediately and record it.
  • Service versus promotion: a reminder for a booked appointment is a service call; promotional calls to DND numbers are not allowed.
  • Collections: lenders must also follow the RBI fair-practice code: recorded calls, courteous language, no repeated harassment and a path to a human.

6. What does the DPDP Act 2023 require for reminders?

The Digital Personal Data Protection Act 2023 requires a lawful basis, usually consent, for processing personal data such as names, phone numbers and appointment details. For reminder messaging that means:

  • Record where and when consent was given: booking form, missed call, QR code at reception or in-store.
  • State the purpose (appointment reminders and related updates) and stick to it.
  • Collect only what you need: name, phone, time, place and preparation notes, not diagnoses.
  • Honour withdrawal and erasure requests quickly, including call recordings.
  • Keep a consent log you can produce during an audit or a complaint.

7. What does Meta require for WhatsApp?
